Property Condition Assessment (PCA)

A Property Condition Assessment (also known as a Physical Assessment Report or Physical Needs Assessment) is a comprehensive survey of a property.

  • Foundations, roofs, landscaping, windows, and doors
  • Interiors - ceilings, walls, fixtures, and carpeting
  • Mechanical/Electrical System - HVAC, plumbing, and electrical
  • Structural and building envelope integrity
  • HVAC and other mechanical and electrical systems
  • Fire and life safety provisions
  • Architectural features and systems
  • Zoning and building code compliance
  • ADA Audit (Americans with Disabilities Act)
  • Landscaping
  • Utilities

The scope of a PCA meets the standards and requirements of American Society of Testing Methods (ASTM) Practice E2018-08 Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process.

The report includes photo documentation of existing conditions and the rationale for including or excluding specific conditions in the replacement reserve calculations. The report is made without invasive methods or performance of tests or measurements to specifically quantify conditions.

These services are conducted under the supervision of a Professional Engineer. The fees for this work are set based upon the complexity of the project and the exact scope of services.
